Necessary Evil

Hero is not necessarily a saint, neither saint an Hero. If little evil necessarily require to overcome larger evil, then how do we place The action of à Hero. A saint ? Or if with à tender heart, we avoid little evil to allow larger evil to destroy The Land, cause hunger and death of infants... Then Hero don't necessarily be à Saint as long general good surpasses all.
